It is the responsibility of the hire company to check that the logbook and the vehicle´s equipment is ok before renting the car to a client.

So if you are stopped by the Guardia Civil, the owner will be responsible for an improperly equipped vehicle you have hired, unless the hire company can prove they gave you the car with all those things.

The fines related to insurance /ITV/ vehicle´s equipment / Logbook, are always for the owner who is responsible of the car.
