Spain’s DGT plans to change traffic laws, explaining how drivers must give way to emergency vehicles, an act previously based on courtesy. Motorbikes may use hard shoulders during congestion under certain conditions. New rules will prohibit overtaking in adverse weather, mandating all traffic to use the righthand lane.
