The registration system for Personal Mobility Vehicles (PMVs) is now operational in Spain, marking a major regulatory step for vehicles such as electric scooters. The process, managed by the Dirección General de Tráfico (DGT), introduces a national register that formally links each vehicle to its owner and enables access to mandatory insurance.

What counts as a Personal Mobility Vehicle?
Under Spanish regulations, Personal Mobility Vehicles are defined as vehicles that:
- Have one or more wheels
- Are designed for a single rider
- Are powered exclusively by electric motors
- Have a maximum speed between 6 km/h and 25 km/h
To be legally used on public roads, a PMV must now be registered in the National Register of Light Personal Vehicles and display an official identification sticker.
Registration requirements
To register a PMV in your name, the vehicle must normally have a circulation certificate issued by a laboratory authorised by the DGT. Certified models can be checked via the DGT’s official channels.
As a temporary exception, non-certified PMVs may also be registered, but the resulting registration will only be valid until 22 January 2027. Certified vehicles can be identified by a stamped identification plate.
How the registration process works
Once the PMV is registered:
- A registration number is generated for the vehicle
- The owner receives a digital registration certificate, available in both digital and PDF format
- Using this certificate, the owner can request an official identification sticker
The sticker must be obtained from an authorised plate-issuing centre and displayed on the vehicle in the manner required, effectively acting as a licence plate.
Owners can also view all PMVs registered in their name and download registration certificates through the miDGT app.
Mandatory insurance now possible
One of the key consequences of registration is that it enables mandatory insurance to be taken out. Once purchased, the insurance policy is registered electronically by the Insurance Compensation Consortium in the National Vehicle Registry on the same day.
This step resolves a long-standing issue that had previously prevented compulsory insurance for electric scooters and other PMVs.
Registration of PMVs for minors
Minors are allowed to have PMVs registered in their name. In these cases, the legal guardian must complete the registration process on the minor’s behalf when registering online.
How to register
PMVs can be registered through several channels, including:
- The DGT’s electronic headquarters
- The miDGT app
- Telephone assistance
- In person, where applicable
The process is designed to be straightforward and largely digital.
This new system brings electric scooters and other PMVs firmly into Spain’s wider traffic and road safety framework, introducing clearer accountability for owners and paving the way for consistent enforcement nationwide.
