For a personal mobility vehicle (VMP) to circulate legally in Spain, it must meet specific technical and safety requirements. These rules are in place to protect both riders and other road users:
Speed limits: Vehicles must be designed to travel at more than 6 km/h but not exceed 25 km/h. Anything outside this range is not classified as a VMP.
No seats: E-scooters must not have a seat or saddle. If they do, they are reclassified under different vehicle categories.
Lights and reflectors: Front and rear lights are mandatory, as are reflectors to improve visibility.
Brakes: Effective braking systems must be fitted.
Warning devices: A bell or similar audible system is required.
Certification: From 22 January 2024, all VMPs must have a manufacturer’s certificate of compliance, guaranteeing they meet safety standards.
Where they cannot circulate: VMPs may not be used on pedestrian areas, interurban roads, motorways, dual carriageways, or tunnels, regardless of technical specifications.
The message is simple: if your scooter does not meet these technical standards, it is not legal to use on public roads. Riders should check their vehicle carefully before taking to the streets.
