Technical Requirements of the Vehicle
The DGT has developed a Manual of characteristics of personal mobility vehicles. All new VMPs must carry a circulation certificate to guarantee minimum safety requirements.
It is mandatory for the VMP to have:
- Braking system
- Acoustic warning device (buzzer)
- Front and rear lights and reflective devices
It is also recommended:
- The use of a helmet, even when the municipal ordinance does not consider it mandatory
- Civil liability insurance






Violations and Associated Sanctions
Driving an electric scooter under the influence of alcohol or other drugs can lead to a fine of between €500 and €1,000 depending on the alcohol level, or €1,000 if drugs are involved. In the event of a positive result, the vehicle will also be immobilised, as is the case with other vehicles.
For using a mobile phone while riding a scooter or any other communication device, the fine will be €200.
For those who wear headphones, drive at night without lighting or reflective clothing, or if they do not wear a helmet, if the municipal ordinance contemplates this measure as mandatory, the fine will be €200.
VMP Maintenance
The electric scooter requires regular maintenance with the corresponding checks. It is not recommended to use it if it has broken parts, if the battery life has decreased considerably, if there are air leaks in the tyres or signs of wear, or when there are noises when turning or other abnormal symptoms. In these cases, go to a workshop.
You should also check the condition and pressure of the wheels if they have an inner tube. Use a damp cloth to clean them, avoiding electrical areas. Never charge them overnight, as they may overheat and catch fire. Charging should be done before the battery is completely discharged and never if the scooter is wet or humid.
