In Spain, the competent authorities to impose sanctions in traffic matters are:
- The Dirección General de Tráfico (General Directorate of Traffic).
- Town halls.
- Autonomous Communities with powers: Catalonia, through the Servicio Catalán de Tráfico (Catalan Traffic Service), the Dirección de Tráfico del País Vasco (Basque Country), and Navarre.
Each of these bodies manages its own sanctions files.
Who should I contact?
When paying, claiming, or filing an objection to a fine, you must always contact the agency that fined you, so it is important to first check who issued the fine.
If the fine is from the DGT, you can pay online, but make sure you go to the correct and secure DGT website, at dgt.es.
If it is from a town hall or Autonomous Community, go directly to these entities. There they will inform you of the means you have to obtain information, pay the fine, or file an objection or appeal.
The powers to fine you vary depending on where the offence takes place and the type of offence committed.

On interurban roads and where there is no local police, as well as the reporting and sanctioning of violations of traffic regulations on said roads and in relation to the technical conditions of vehicles and Compulsory Insurance.
- Local police officers
They have the authority to regulate and control traffic on urban roads under their ownership, as well as to monitor them by means of their own agents, to report violations committed on said roads and to sanction them when not expressly assigned to another Administration.
